Charles was born and raised in Jersey. He studied law at Oxford prior to being called to the Bar in the UK in 1970. He was sworn in as an Advocate of the Royal Court of Jersey in 1974 and appointed Notary Public in the same year.

Charles specialises in probate, property law and litigation.

He was elected Bâtonnier of the Jersey Bar in December 2005 and President of the Law Society of Jersey in June 2008. He is currently Chairman of the Social Security Appeals Tribunal which he has been since 1993 and Chairman of the Health & Safety at Work Appeal Tribunal since 1996.

"Petit Port has been a favourite place of mine for many years. When I had dogs they would be walked around the headland. Now I just enjoy walking around the point, or sitting on a bench and enjoying the commanding view over St Ouen’s bay on one side and Corbière on the other."
